Photoshop and GIMP are the best options at photo edition and image manipulation, but they are both professional graphic design software, so if you don’t have much experience you may get confused trying to use them.
That’s why there are other options, like Pixia for example, that is a very easy to use graphic design software for image editing and photo manipulation, that is also, completely free.
It has a nice set of tools to use like image filters and photo effects, masks and layer effects, with a wide variety of brushes and graphic effects, but you can also download some more free tools once you have installed it in your computer.
